Responsible for the collection, generation, management and dissemination of all geospatial data that is handled, maintained, manipulated, or connected within the ANG GeoBase program. Responsible for all SQL Server database administration to include, but not limited to; database backups, database creation, database upgrades when necessary, database login administration, performance analysis and tuning of databases, SQL log monitoring, troubleshooting, etc. Responsible for ensuring that all geospatial data will be available and/or distributable to individuals who have a need or requirement to view and use the data. Responsible for the planning, coordinating, analysis, design, construction, and implementation of new functionality and modifications to various databases to enhance and support business processes and meet information needs. Ensure organizational effectiveness by providing functionality for the organization\'s data storage and dissemination systems while providing clear guidance on proper data access processes and procedures. Will work directly with the GeoBase Data Manager on all ANG data policies and procedures. Will work directly with the GeoBase System Administrator with database backups, troubleshooting errors, and database storage & capacity planning, etc. Support applications, databases, GIS software and servers and facilitates the effective use of GIS and IS technology throughout the ANG. Participate in the review of proposed GIS development projects. Meet regularly with GIS developers, other technical staff and with customers to review internally and externally generated solutions and approaches. Assist other team members in the management and delivery of support services for GeoBase GIS applications and databases. Provide input to the ANG GIO in the form of geospatial data management guidance and policy to assist with the establishment of the ANG GeoBase enterprise solution. Develop and implement a geospatial data quality assurance/quality control (QA/QC) plan that will provide guidance and processes on how the contractor will provide quality assurance and quality control for their business processes in support of the ANG GIO offices, for the personnel they will assign to the various positions, for the training classes to be conducted, for the reach back services and for the preparation of documents such as plans and correspondence. Present formal publications, communications, plans, deliverables, and other work products to Leadership. Serve as technical subject matter expert (SME) to stakeholders and internal team as it relates to database initiatives. Assist with the support of server maintenance, backup, storage, and retrieval functions. Assist with developing, maintaining, and testing disaster recovery plans. Represent the ANG GeoBase program at various meetings, working groups, technical sessions, and briefings to ANG leadership. Promote the benefits of geospatial technologies and the ANG GeoBase program on a daily basis. Knowledge, Skills & Abilities Experience in implementing and managing large geospatial technologies projects or programs is required. Experience with relational database management systems is required (Microsoft SQL Server is used as the ANG GeoBase rdbms). Experience authoring data management plans, QA/QC plans, geospatial technologies needs analysis, strategic plans, and/or implementation plans is a plus. Experience working with enterprise-wide geospatial technologies programs is a plus. DoD, Air Force, or Air National Guard GIS or GeoBase is preferred. Experience and technical working knowledge of leading geospatial technologies, vendor software and software configurations is required. Applied knowledge of relevant industry, government, and DoD standards such as SDSFIE, ISO, and FGDC metadata standards is highly desired. Experience with CADD technologies and data migration to GIS is highly desired. Proven verbal and written communications skills is required. Experience authoring standard operating procedures and technical manuals for geospatial technologies is highly desired. Experience with web technologies, standards, and protocols is a plus. Experience with requirements gathering and needs assessment is a plus. Familiarity with industry standard Information Assurance policies and practices is desired.
