Job Summary:



Provides specialized expertise in the preparation of contractual provisions and the administration of contract proposals. Responsible for preparing bids and negotiating specifications and contractual provisions. Ensures that deals are properly negotiated, drawn up and executed. Provide comprehensive support, consulting services, and training for OGE businesses, product line management, and others within OGE for the purpose of developing and implementing contract programs, policies, and processes designed to increase sales, enhance supplier relationships, and improve customer satisfaction. Strategic thought leader responsible for market analysis, strategic direction and managing execution of all aspects related to sourcing and contracting for a portfolio.


Primary Duties:



Develop and maintain long-term supplier relationships that will provide OG&E with competitive advantages including lowest total cost, highest quality products, and superior customer service
Act as the lead for improvement of the contracting process; implement contracting processes, tools and templates.
Act as liaison with appropriate OGE counsel in developing Global supply agreements.
Conduct spend analysis and develop sourcing plans that leverage spend and drive the best possible Total Cost of Ownership (TCO).
Monitor Supplier performance metrics and utilization of sourced materials and services.
Establish Master Service Agreements (MSA's) with day to day contractors.
Review and negotiate supplier proposed changes to Purchase Orders (PO) terms and conditions.
Create Service Numbers in SAP to track supplier expenditures and monitor contract pricing compliance.
Support other Commodity Managers in strategic sourcing events and high level negotiations.
Manage the lifecycle of subcontract services involving identification of suppliers, Request for Quote (RFQ) development, negotiations, contract development and supplier performance monitoring.
Conducts sourcing engagements that includes RFQ, bid analysis and supplier selection.
Working with Manger Strategic Sourcing and other Strategic Sourcing personnel, enter into negotiations with select suppliers in order to achieve the best possible agreements for services required.
Review and provide feedback on Request for Proposals (RFP's), Service Level Agreements, supplier boiler-plate contracts, and other stakeholder or business partner contract requests.
Ensure that contract terms are monitored closely to ensure that sufficient notice is given for lapsing contracts to be reviewed and appropriate sourcing procedures implemented in a timely fashion.
Lead supplier performance through evaluation of pre-established metrics with select suppliers and develop corrective action plans as needed.
Implement and improve contracting processes, tools and templates in support of the contracting process.
Conduct and report market research around applicable supplier contract service and commodity based indices.
Maintain awareness of changing corporate, customer, supplier and industry practices, laws and other considerations pertinent to contracting activities.


Working Conditions:



Work is performed in an office environment.
Ability to work extensive hours at a computer terminal.
Ability to work outside of normal workday/workweek to meet deadlines.
Requires some travel and occasional overnight trips.


Required Skills:



Associate's degree and six (6) years commodity experience
or Bachelor's degree and four (4) years commodity experience.



Preferred Skills:

Knowledge of MRP/ERP environment such as SAP, JD Edward, ORACLE, PeopleSoft.
Advanced knowledge and skills in the use of all aspects of MS Office application such as Word, Excel, Access, Projects and Power Point.
In-depth knowledge of procurement process from determination of requirements, RFP creation and evaluation, as well as vendor selection.
Strong internal and external negotiator.
Ability to work collaboratively in a team environment
Prior experience with MRP/ERP environment such as SAP, JD Edward, ORACLE, PeopleSoft.
Prior experience with process improvement techniques and procedures.
CPSM Certified (preferred).
Knowledge and application of process improvement techniques and procedures.
Very strong understanding of Strategic Sourcing processes.
Strong knowledge of portfolios, including business unit and industry performance impacts.
Very strong analytical skills; ability to analyze current and historical consumption and performance to create accurate forecasts of future needs.
Very strong interpersonal, presentation and communication skills.
Ability to conduct research and market analysis regarding commodity and material pricing.
Ability to manage multiple deadlines.
Strong knowledge of procurement, supply chain, and program management metrics.
