Job Title: Business Systems Analyst Location: Arlington, VA Duration: 3 Months Client is seeking a mid-level Project Manager with experience in full System Development Life Cycle (SDLC) with greater focus on the Business Analysis functions of a Project Manager role. This role will support the migration of the County’s bidder registration, solicitation system and contract management system to another platform. This position will report to the Deputy Director of the Department of Management and Finance and the duties of this position will include, but not be limited to: Document the business processes for the bidder registration, solicitation and contract management Develop a project management plan for the migration of these processes/applications to new system Definition and documentation of To Be Processes. This may include facilitation and documentation of requirements sessions and validating as-Is Processes are addressed from a To-Be Perspective. Managing and liasing with a third party to ensure these functions are implemented for the County Configuration management may include working with subject matter experts to define workflow and provide basic configuration requirements to the third party vendor. Data Conversion support: may include analyzing data, recommending changes/updates, assisting with data cleansing and testing of data conversion. Development of a communication plan to roll out new processes and tools Development of a training plan to support migration to new tools. Development of interface requirements documents to integrate a third party tool with our in-house systems. Security setup: may include collecting requirements from managers and end users, validating security roles, testing and configuration Research/gather, document, present and validate user requirements Provide project management and conduct/attend regular project status meetings Provide documentation of meeting minutes, key decision and action items and project status reporting Coordinate and facilitate meetings between subject matter experts and external project team members and third party support and system support staff from the new application provider. The successful candidate will possess the following: Strong analytical skills Strong written and verbal communication skills Strong Microsoft Office, Project and Visio skills Ability to work in a dynamic environment that requires the individual to simultaneously manage several tasks, while paying attention to detail and quality Ability to facilitate group discussions and meetings and ensure all voices are heard Ability to capture decisions made in meetings and clearly documents them. Experience with requirements gathering techniques and preparation of requirements and design documents for large scale software implementation projects Experience with medium to large scale, enterprise wide software implementation projects is preferred. The initial engagement of this effort would be from resource availability thru three (3) months with the option of continuing an additional three (3) months.
